well, there are always tragic stories - but many of these people chose not to study in school. chose not to ask for help when they knew they were addicted, or mentally ill. The continued to make one bad choice after another believing the world owed them a living. I know, because I was almost one of these people. we can do anything we want in life, as long as we are willing to pay the consequence for our actions. I am certainly concerned about the care and well being of those who are true victims. Children especially. but keeping her children with her in the camper is not a good choice. mandating to the state is a better option - as regrettable as that may be.
