Phil is a retired Navy veteran living in a broken-down RV parked on the streets of San Diego. He worked most of his life, but because of health issues is spending his retirement years as a vehicle-resident, which is the fastest growing demographic of homelessness.

San Diego is about to ban RVs from parking on city streets. I hope they come up with a safe alternative for people to park. Ticketing people like Phil, who have a small fixed income, or no income, will greatly increase taxpayer costs.
